AMENDING A NUMBER OF ARTICLES OF THE GOVERNMENT'S DECREE NO. 127/2007/ ND-CP OF AUGUST 1, 2007, DETAILING A NUMBER OF ARTICLES OF THE LAW ON STANDARDS AND TECHNICAL REGULATIONS, AND THE GOVERNMENT'S DECREE NO. 132/2008/ND-CP OF DECEMBER 31, 2008, DETAILING A NUMBER OF ARTICLES OF THE LAW ON PRODUCT AND GOODS QUALITY

THE GOVERNMENT

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the June 29, 2006 Law on Standards and Technical Regulations;
Pursuant to the November 21, 2007 Law on Product and Goods Quality;
At the proposal of the Minister of Science and Technology.

DECREES:

Article 1. To amend a number of articles of the Government’s Decree No. 127/2007/ND-CP of August 1. 2007. detailing a number of articles of the Law on Standards and Technical Regulations, as follows:

1. To amend Clause 2, Article 7

a/ To amend the second paragraph of Point a as follows:

b/ To amend the second paragraph of Point b as follows:

"The consideration, amendment, supplemen­tation and conversion of branch standards into national standards must be completed before December 31, 2011."

2. To amend Clause 2, Article 11

a/ To amend the second paragraph of Point a as follows:

"The conversion of Vietnam standards and branch standards subject to compulsory application into national technical regulations must be completed before December 31, 2011."

b/ To amend the second paragraph of Point b as follows:

"The consideration, amendment, supplemen­tation and conversion of Vietnam standards and branch standards subject to compulsory application into national technical regulations must be completed before December 31, 2011."

3. To amend Clause 2, Article 12

a/ To amend the second paragraph of Point a as follows:

b/ To amend the second paragraph of Point b as follows:

"The consideration, amendment, supplemen­tation and conversion of technical regulations, processes, norms, regulations and technical documents subject to compulsory application into national technical regulations must be completed before December 31, 2011."

Article 2. To amend Clause 1, Article 35 of the Government's Decree No. 132/2008/ND-CP of December 31, 2008, detailing a number of articles of the Law on Product and Goods Quality, as follows:

"1. Vietnam standards, branch standards and technical regulations, processes, norms, regulations and technical documents subject to compulsory application which must be converted into national technical regulations under the law on standards and technical regulations may be further applied to the management of product and goods quality until they are converted into national technical regulations."

Article 3. Effect

1. This Decree takes effect on September 22, 2009.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People's Committees of provinces and centrally run cities shall implement this Decree-
